"A return to normalcy is impossible without serious efforts regarding the security sector reform and the fight against drug trafficking. (...) None of this is possible without a strong and lasting commitment from the international community. Bissau-Guineans are unable to do so by themselves. Political stability and economic prosperity will be impossible without successful efforts at both levels -- SSR and drug trafficking. Otherwise Guinea-Bissau is doomed to be a failed state".
